William J. Burgin

Will Burgin, managing member of Artifex, is a financial strategist and project manager for small scale development in his hometown of Columbus, Georgia, and for Artifex projects nationally. A graduate of Vanderbilt University, Will also serves as President of Jackson-Burgin, Inc. He serves on the board of the Incremental Development Alliance and helps Artifex seamlessly integrate design, engineering and planning with finance and construction oversight.

Bruce B. Tolar

Bruce Tolar, architect, is one of the country’s leading experts in design and development strategies for restoring “missing middle” housing options. His exploration of system-built approaches has led to new strategies for coping with the rising costs of traditional on-site construction. Bruce’s Cottage Square community in Ocean Springs, Mississippi, is nationally known as a model for the thoughtful use of modular construction. Bruce is a member of the Congress for the New Urbanism and a founding member of the Incremental Development Alliance.

David T. Kim

David Kim, architect, has deep experience in small scale, mixed-use developments designed to fit into neighborhoods and main street districts of existing cities and towns. David is a graduate of Cornell University, a member of the board of the Congress for the New Urbanism and a founding member of the Incremental Development Alliance, where he serves on the faculty.

R. John Anderson

R. John Anderson is a design-build specialist who gained his early experience in the construction trades. John is best known as founder of the Incremental Development Alliance, which is training a new generation of developers in the art of small-scale, neighborhood-friendly real estate development. He previously served New Urban Builders and was one of the project managers on the Mall of America.
